The cited source says nothing of the kind, in fact it says the exact opposite. What the article is saying in the quoted text is that the science education guidelines proposed by the Kansas State Board of Education defines science in a manner that eliminates all but natural explanations.
The article is not talking about the methodology of science, but how it is taught in public schools.
