1. The claim is false. Such an atmosphere does give rise to amino acids (Schlesinger and Miller 1983).

Talk Origins cited source does not show this. None of the experiments used an atmosphere consisting only of carbon dioxide, nitrogen, and water vapor. The experiments that produced amino acids all had either free hydrogen or methane.
