I've seen some creationists claim this (Donald Chittick's The Puzzle of Ancient Man, first edition, page 78), but I don't think this is an exclusively creationist position. I've read articles by UFOlogists that point this out, though I may have to dig around to find them again. I'm sure it's been brought up on "Coast to Coast AM". On page 79, Chittick specifically quotes Graham Hancock's Fingerprints of the Gods,

The archeological evidence suggested that rather than developing slowly and painfully, as is normal with human societies, the civilization of ancient Egypt, like that of the Olmecs, emerged all at once and fully formed. Indeed, the period of transition from primitive to advanced society appears to have been so short that it makes no kind of historical sense. Technological skills that should have taken hundreds or even thousands of years to evolve were brought into use almost overnight--and with no apparent antecedents whatever. (emphasis his [referring to Hancock])
