Developed by Michael Oard Vertical Plate Tectonics uses impacts from space as a naturalistic trigger mechanism. It provides a source of the water, from asteroids, comets, pockets of subterranean water similar to geysers, and other underground sources. It also provides for recession of water by vertical plate movement.

Problems With the Theory

The main problem seems to be turning many local impacts, into a global tectonic reaction, but this may come from the fact that at this point, the model has not been fully developed. Further more it cannot as yet explain the mid-oceanic ridges. However these problems may just be matter of working the theory out.
