A city is a governmental unit charged with the immediate enforcement of civil and criminal law, the maintenance of public health and safety, the suppression of property fires, and the like within a relatively small area. The first cities were little more than defensive strongholds. Civilization began in earnest with the construction of vast walled camps suitable as permanent dwellings for soldier and civilian alike; these were the first true cities.
In postal addressing, the term "city" is used quite loosely to include any true city, or any town or village, to which a given mailpiece might be directed.
